The concept of traffic calming encompasses interventions associated with different goals, objectives, principles and ways of thinking about the street network and its problems. It is thus important to be clear about what we are referring to when evaluating, critiquing and promoting traffic calming.

This briefing note clarifies three meanings of the concept of traffic calming by recounting the historical evolution of the concept. This approach allows for a description of the diverse goals, objectives and means associated with traffic calming.
