Online University Course – Introduction to Health Impact Assessment
The Université de Montréal is offering a 45-hour online university course on health impact assessment (HIA) of public policies. This course has been developed by the NCCHPP in collaboration with Dr. Richard Massé, associate professor at the Department of social and preventive medicine at the Université de Montréal, and other partners.

This course, launched in February 2013, aims to help participants to develop and improve their competencies for leading an HIA process relating to public policies, and to do this with partners from different sectors.

The course takes place over the period of 6 weeks, for 1 graduate-level university credit.

Please note: This course is offered by the Université de Montréal, a francophone university. While the content of the HIA course and the online platform are entirely in English, all administrative tasks regarding this course must be done in French. This includes course registration and payment, retrieving grades and certificates, and asking for technical and administrative assistance.

Content and learning objectives

The content of the course is structured into three main themes, organized as modules:
• The historical, methodological and scientific foundations of HIA
• Producing high quality HIAs
• Knowledge sharing and decision making.

The first module discusses the evolution of HIA, types of impact assessment and HIA models, the determinants of health, the process of policy making, intersectoral collaboration and public participation. The second module deals with the five steps of the HIA process. The quality principles and standards as well as implementation conditions and elements of project management are also presented. The third module is about decision making, knowledge brokering and knowledge sharing.

Teaching and learning method

This course will be offered completely online on the StudiUM platform of the Université de Montréal, and is part of an online postgraduate micro-program in public health (in French). You can find the course at the Université de Montréal under the titles MSO 6331 Introduction à l'évaluation d'impact sur la santé (in French) and MSO 6332 Introduction to Health Impact Assessment (in English).

This online course will be presented asynchronously, meaning that you will not need to be present at a specific time of the week to follow the course. Opportunities for interaction are planned throughout the course by means of online forums, and (small) assignments are to be submitted every week. A tutor will be available to guide you in your learning process. One university credit will be accorded to those who successfully complete the course, for 45 hours of work in total (15 hours online and 30 hours for assignments and readings, including the end of term assignment).

Target audience

The course is intended for participants who wish to pursue the HIA of public policies. In particular, it is meant for practitioners in public health and in other related sectors, as well as for decision makers, including:

• Professionals and practitioners interested in public policies and their impacts on population health;
• Professionals and practitioners working in evaluation, including HIA;
• Professionals in charge of applying HIA in their organizations;
• Professionals and researchers active in the health and social services sectors, particularly public health.

The eligibility requirements are as follows. Candidates should:
• Hold a bachelor's degree in a public health-related field, or a diploma deemed to be equivalent;
• Possess sufficient understanding of written and spoken English;
• Possess sufficient knowledge of written and spoken French for all administrative aspects of the course: registration, payment, grade retrieval, technical and administrative assistance, and possibly more.

In addition, to ensure better understanding of the course content, we ask that candidates be familiar with:
• The basic concepts of population health
• Sources of information about public health.

Registration

It is possible for all those who meet the eligibility requirements to register as a non-program student. The course is also open to international students under the conditions set by the Université de Montréal.
